Digital Learning Competencies for School Employees

House Bill 23/Senate Bill 118: Digital Learning Competencies/School Employees was signed by NC Governor McCrory on Friday, March 15.

"Beginning March 2013: requires the State Board of Education to integrate digital teaching and learning competencies to provide schools of education, school administrators, and classroom teachers on the needed skills to provide high-quality, integrated digital teaching and learning.

  • Beginning 2017-2018: Incorporates digital learning into teacher education program by directing SBE to require teacher education program students to demonstrate competencies in (i) using digital and other instructional technologies and (ii) supporting teachers and other school personnel to use digital and other instructional technologies to ensure provision of high-quality, integrated digital teaching and learning to all students.
  • Beginning July 1, 2017, digital learning must be incorporated in lateral-entry and school administrator programs, and directs SBE to establish the same standard for lateral-entry teaching candidates and students in school administrator educational programs as described above, and also requires these students in school administrator educational programs to demonstrate competencies in supporting teachers and other school personnel to use digital and other instructional technologies.

HB 44: Transition to Digital Learning in Schools

  • Expresses the General Assembly’s intent to transition from funding for traditional textbooks to funding for digital materials, including textbooks and instructional resources, by 2017."
