Multi-Tiered System of Support
MTSS is a multi-tiered framework which promotes school improvement through engaging research-based academic and behavioral practices. NC MTSS employs a systems-approach using data-based problem-solving to maximize growth for ALL.
Belief
The MTSS framework is one of the most effective and efficient approaches to promote educational equity and improve district, school, and student outcomes.

Mission
The Multi-Tiered System of Support (MTSS) Team will build the capacity of DPS educators to implement and sustain a Multi- Tiered System of Support through the provision of professional development, coaching, technical assistance, and resources.

Four Essential Elements (actions or activities) are Associated with the Implementation of MTSS: Screening, Progress Monitoring, Tiered Instruction/Intervention Model and Data-Based Decision-Making.
Element 1: UNIVERSAL SCREENING
Data gathered multiple times in a year (most typically three times) to identify the effectiveness of core instruction and to identify students who may be at risk for poor outcomes and need additional academic, behavioral, and social and emotional support. See the universal screening tools below.
Element 2: PROGRESS MONITORING
Intervals of data repeated assessments using valid and reliable tools and processes to assess performance, quantify improvement or responsiveness to intervention and instruction, and evaluate the effectiveness of instruction, interventions, and supports.

Element 3: TIERED INSTRUCTION/ INTERVENTION MODEL
Model of integrated academic, behavioral, and social and emotional instruction and intervention supports that are evidence-based and culturally and linguistically responsive.
With a focus on equity and the whole child, MTSS in DPS encompasses well-defined tiers of instruction and support in the areas of academics, behavior and social-emotional learning. Each tier of support increases in intensity from one level to the next.
Tier 1 (Core): focus on school-wide or whole class instruction.
Tier 2 (Supplemental): focus on small group intervention or enrichment.
Tier 3 (Intensive): focus on individualized support for a few or small number of students with advanced enrichment or intervention needs.
