PULSE is Durham Public Schools’ plan for supporting every student’s emotional and mental well-being. Built on partnership, prevention, and easy access to help, PULSE brings together three connected programs to offer different levels of support across the district.

The McKinney-Vento Act ensures that children and youth experiencing homelessness have equal access to free and appropriate public education. It requires schools to identify and support homeless students, remove barriers to enrollment and attendance, provide transportation to the school of origin, and connect students to services such as meals, tutoring, and other supports to help them succeed academically and socially.
The McKinney-Vento Toolkit is a resource hub for school staff and district leadership, providing tools, guidance, and templates to identify, enroll, and support students experiencing homelessness. It helps remove barriers to education, connects families to local and state resources, and promotes the academic and social success of homeless students.
